JENIN CITY WEST BANK

Israeli army forces, escorted by Police dogs, raided at dawn the Jenin Governorate, broke into several houses and arrested five Palestinians.
The police dogs have bitten the detainees 62-year-old father, his sister Bara', 34, the 7-year-old child Ali Rami al-Darbi, while severely beat Shadi's mother and brother Ahmed, 27, in the old city of Jenin.

Reported that Israeli forces briefly entered the Gaza Strip last night  damaging land near the border, as Israel's navy fired at the coast, setting fire to farm land.

Five military bulldozers entered the southern Gaza Strip near al-Qarara village east of Khan Younis as army planes hovered above. The bulldozers dug up agricultural fields near the border, damaging the crops, before withdrawing...

Meanwhile, Israel's navy opened fire at farmland in Beit Lahiya in the northern Gaza Strip, causing a fire to break out •

An Israeli army spokeswoman did not immediately return a call seeking comment.

NABLUS WEST BANK PALESTINE

reported that Israeli settlers uprooted over 300 olive trees near the village of Awarta southeast of Nablus ..

The Israeli liaisons office told its Palestinian counterparts that over 300 olive trees inside the fences of Itamar .

He said the trees were within the settlement's boundaries but belonged to Palestinians.

Daghlas described the incident as a "new crime" against Palestinians and accused the Israeli army standing by instead of protecting civilians under occupation.

Ramallah:

• Dozens of citizens and foreign peace activists suffocated with tear gas, after the occupation suppressed the peaceful - anti-settlement  and land confiscation policy march of An- Nabi Saleh village. The occupation forces imposed a closure stressing Nabi Saleh and declared it as a closed military zone, in an attempt to suppress the participants in the march, and used tear gas canisters, stun grenades and wastewater to disperse them. Israeli soldiers later chased the demonstrators between the houses and in the village streets, and fired towards them wastewater and tear gas, leading to damage to several homes.                           ‏​​‏​​​  ‏​​‏​​​  ‏​​‏​​​  ‏​​‏​​​  ‏​​‏​​‏​​‏​​​

• Israeli forces arrested a young man from Jenin at a flying barrier on Jenin - Ramallah Street.
• Occupation forces set up a checkpoint on the roundabout in Sanur town, and searched cars and checked the identities of citizens.
• Dozens of settlers stormed an agricultural plain area on their bikes in Silat ad-Dhahr south of Jenin, and questioned the citizens in provocative steps.

Today Israeli bulldozers demolished a new house for a family Salayma in Beit Hanina in occupied Jerusalem.

NO JUSTICE

Each year approximately 700 Palestinian children under the age of 18 are prosecuted through Israeli military courts after being arrested, interrogated and detained by the Israeli army.

As of 1 September 2012, there were 194 children held in prisons by Israel. Of these, 30 are under the age of 16, a policy that is a violation of the United Nations Convention on the Rights of the Child (CRC), which defines a 'child’ as “every human being below the age of eighteen. The policy is also duplicitous since Israel’s own civilian court system (applying to Israeli citizens) defines the age of legal majority as 18, whereas the age of majority in military legislation prior to 27 September 2011 was 16 (applying to Palestinians). On that date, OC Central Command signed an amendment to raise the age of Palestinian minors in the military court system from 16 to 18 years. However, the amendment also contains a variety of stipulations that will not necessarily provide Palestinian minors with increased protection under the law, including a provision that states that minors over the age of 16 may still be held in detention with adults, which is contradictory to the requirements of international law. Furthermore, children are still sentenced on the basis of their age at sentencing rather than when they committed the offense, again in contradiction to the sentencing policy of Israel’s civilian courts when dealing with Israeli citizens, who are sentenced according to age when the alleged offence was committed.

Interrogation, torture and ill-treatment

A Palestinian detainee can be interrogated for a total period of 90 days, during which he/she can also be denied lawyer visits for a period of 60 days.During the interrogation period, a detainee is often subjected to some form of cruel, inhuman or degrading treatment, whether physical or psychological, and ranging in extremity.

The forms of torture and ill treatment employed against Palestinian prisoners include the following: beatings, tying prisoners in “stress positions”, interrogation sessions that last up to 12 consecutive hours, depriving prisoners of sleep and other sensory deprivation, isolation and solitary confinement, and threats against the lives of their relatives. In past instances, detainees have died while in custody as a result of torture. Confessions extracted through such practices are admissible in court. Israel defends its interrogation techniques as a legitimate way of combating terrorism faced by its citizens, but in reality, these practices are in direct contravention of international law, including the United Nations Convention against Torture (CAT), ratified by Israel on 3 October 1991, which requires any State Party to prevent the use of torture and associated practices. The prohibition is absolute and non-derogable, and allows for “no exceptional circumstances whatsoever.

UNESCO to send fact-finding commission to Jerusalem

UNESCO will send a fact-finding commission on May 20 to investigate ongoing Israeli measures in Jerusalem,

the commission would spend five days in Jerusalem before returning to the UNESCO headquarters in Paris to submit a detailed report.

The last time an international commission investigated Israeli procedures in Jerusalem was in 2004.

Reported that Israeli assaults against holy places in Jerusalem were part of a systematic policy crystallized recently. There have been clear attempts to take control of the al-Aqsa Mosque and its squares and gates,

President Mahmoud Abbas, meanwhile, has asked the ministry of foreign affairs to call an emergency meeting of the Arab League.
